Dear Mr. Hall:

Thank you {or your letter of August 29. Your state-
ment that you were "shocked" to read that a decision has

been made "shocked" me. because I hsve no knowledge of
it.

One of my responsibilities is to serve as liaison
between the Governors and the (ode rel administration. I
think you would agree thnt this ought to be done. and l have
tried to be useful in this instance by insuring that Governor
Ker-net's viewpoint is preperly represented. That has been
done. The matter is in the hands of the Department of
Commerce. and I am quite sure the decision will be made
in the light of all relevant informstlon. including the Opinion
0! the Chief Executive of the State of Illinois. and all other
responsible persons.
