I ear Fred:

Your letter of November 17 was on my desk when
I returned from throat, and l have had it pursued
by my staff with internal revenue.

Although I cannot understand the rationale. it is
nevertheless a fact that the fixed policy of the IRS
now. and {or some time put. and for the foreseeable
future. to that expreeeet to Judge Proby when he
was here on Lecember Id.

It appears to me that the only avenues open to you
are:

1. Have the City do it;

2. Omit the cost of equipment
from the issue;

3. Try the Hill-Burton route.
I am sorry not to be able to be more helpful.
