Dear Governor:

The President val greatly interested in your
memorandum of December 12. and upon my
return to this Country asked me to pursue it
with you. I can do it by correspondence or by
telephone. but i thought that if you were going
to be in Washington or ii i could arrange to
see you in Maesachuaetta. it might be more
fruitful for us to discuss it personally.

All of us here at the White House followed your
campaign with great interest and hope. and feel
quite confident that m: department may not
have built a political house on this occasion,
but certainly laid a good foundation.
