The Governors are deeply wedded to the concept oi Appalachia.
The success of the Appalachian rem. and the voice Governors
have had in its impleme here convinced Governors every-
where that this is the means of estshlislain' a real Federal-State
relationship. Any overt opposition to that concept will be token
as a rejection of the concopt d Federal-State partnership.

Gowrnor Romney. and the Governors o! - iseonsin and f-l'mnesota
have recently activated such a Commission. have come to Washington
to confer with Federal Commissioners. and have given public en-
dorsement to the idea. I! the idea were destroyed. the conclusion
ivoqu be fostered that the Federal octopus was destroying a threat

to its unilateral control (1 State anirl.
