Dea r Cha rlie:
I have read and thought about at considerable length the
tentative draft of the proposed Amendment to the Con-
stitution of the United States which you sent me. I
believe it poses the issue directly. and I would think
that the First Alternate section I would be the better.
As 1 undo retand the Amendment. it would not have to do
with the question of segregati. of children, but would
eliminate the possibility that the Federal Government
would be in a position to dictate the nature of the educa-
tional process within the "State. That eeeme to me to be
a good objective.
If I get down to the Orange Bowl Game. I hape there will
be a chance to see you.
