Dear Congressman:

I am. 0! course. attered at the contents of your letter
of August l6. but will not attempt to pass judgment on its
wisdom because of my obvious lack of objectivity.

There is a possibility that Governor Daniel will become
associated with the Oiiice of Emergency Planning at the
same time that i leave it. in a cppecity to be determined

by the President. it would be possible for the President

to name him to {ill the spot leow occupy on the Commission
and to name me to the public category he now fills. At that
time the President could decide whether or not he wished to
have me continue as Chairman.

it would seem to me that if you and Senator Muskie had advice
for the President concerning the conduct of the Commission
he would be glad to hear Irom either or both a! you. For my
part. i would not want to make a eerservlng request.

The Commission has done an outstanding job. and 1 would
really like to give my undivided attention to its program.

Serving with you and the other members has been a great
experience -- one which 1 would like to enlarge.
