Dr. John V. Yelvington
3106 Manatee Avenue. West
Bradenton. Florida

Dear John:

Thank you {or writing me at Christmas and sending me the clippings.

As you probably obse rved. the headline doesn't really dene the
ttory.

My job is working with Governors -- All Governors -- North and
South. Democrat and Republican. liberal and conservative. Some of
the Governors approve of most of the President's program, some
don't. My job is to keep the lines of communication open so that the

myriad adminietratlve dunculties which arise when people aren't in
communication can be alleviated.

What i said to the press was that the problem of communications is a
two-way problem -- that the Governors have an equal responsibility
with the President -- that the President has dune more than any
President in history to establieh communications -- and that Gover-
nors must share the blame (or failure.

The other question hastto do with the political views of some of the
Democratic governors. I did not refer to that in my interview. for
politics is not my responsibility. Inevitably. in communicating with
Governors. politics intrudeet but it is not the thrust of my responsi-
bility - simply a side-effect.

The Rhodesian problem to which you rater is one that apparently has
battled the leading statesmen o! the world. i hope that we don't be-

come involved. but i have not had a part in making decisions oettmg
the course of our government.

With warmest personal regards. i am

Since rely yours .
