MEMORANDUM TO GOVERNOR BRYANT

By appointment I met with Shard Sims on April 18th. and after
a complete discussion of the problem, Mr. Gallagher and Mr. Mazan
were called in. I stressed that this was not an inquisition and that

I was having the three of them together so that there would be no
misunderstanding about the future.

Mr. Sims will advance the following States:

North Carolina Wisconsin
Arizona Montana
Minnesota Vermont
Rhode Island New Jersey
Wyoming Nebraska
South Dakota Connecticut

The line of communication in the future will be between Mr. Sims
and myself. I am sure the matter is permanently jraightened out.
