Dear Governor:

This is a belated expression of appreciation for your personal
assistance in helping place Morgan within your agency on a part-
time basis. I would have written sooner but i have been pretty
well committed in several directions simultaneously.

1 wish to reassure you that. prior to contacting you for assistance
in this instance. I did obtain the tentative clearance of the Judge
Advocate General of Headquarters Command USAF reference any
possible difficulty for Morgan under the provisions of the Dual
Compensation Act. He assured me that NASA, FAA, the Post
Office Department, and other agencies, in all likelihood to

include yours. had waivers for personnel who would normally be
ineligible for hire in the face of the Dual Compensation Act. With
this reassurance. I approached you reference Morgan and was
graciously accommodated. Several days later. however. this

same counsel called me back and professed certain misgivings
about his earlier words of wisdom. At this time I promptly checked
with the office of the Judge Advocate General of the United States
Air Force. rather than of Headquarters Command as before. It
was at that time i learned that Morgan was ineligible to continue
with your agency in that no waivers applicable to the Office of Emer-
gency Planning were in existence at this time. I thereupon contacted
Mr. William E. Elliott. Security and inspection Officer of OEP. and
apprised him of my findings. Coincidentally. he had been thinking
along the same lines. He was most helpful and considerate. but

his hands were tied in this matter also.

To sum it all up, Morgan contributed four or five days of effort in
behalf of his country and was grateful for the experience even if he
could not be reimbursed.
