DEPARTMENT OF THE AIR FORCE
HEADQUARTERS UNITED SVAIES AIR FORCE
WASHINGTON. 0.6.
11 April 1967
The Honorable Farris Bryant
Director, Office of Emergency Planning
Executive Office of the President
Washington, DC 20504
Dear Governor:
I have been out of the picture for several days with an exotic virus
as my companion. I had my secretary just read your very thought-
ful letter to me in which you cite the name of Bob Mullis. Your
interest and support are very much appreciated.
I feel in a way that I owe you an apology for burdening you with so
much material. because I know that even now you would have to be
twins or triplets to ponder on every piece of paper that passes
across your busy desk. Under the circumstances, I am doubly
grateful for your comments and {or the referring of the Seminole
Air Coach proposal to Mr. Mullis.
For your information, several weeks ago I had occasion to make a
special trip to Lakeland to visit with Bob Rutledge. the Executive
Vice President of Florida Citrus Mutual, who. along with several
others in that area. appeared to be quite interested in Seminole Air
Coach. 1 have also had a letter within the last several days from
Frank E. Heyer of Heyer Distributors. West Palm Beach, also
professing an interest in the proposal. My name and the SAC matter
were both given to him by Donald Dawson here in Washington. As
yet. I have not been able to get to West Palm Beach to see
Mr. Heyer. although I have acknowledged his letter.
Along the same lines. i. e. the financing of Seminole Air Coach. a
week agol flew to Los Angeles and met with some people in
Beverly Hills who control a large amount of investment capital. As
far as they are concerned. the initial capitalization. which will
approximate $250,030 to $500,000. is absolutely no problem. They
dispatched, with a senior member of a local investment banking
house in BeVerly Hills, my proposal to a. number of underwriting
firms on Wall Street. The proposal is currently under study in these
houses an Wall Street. The ultimate method by which Seminole Air
Coach will probably be underwritten is ior the California people to
put up the initial capital and the Wall Street houses to underwrite a
public common stock issue. 0! which 40% will be sold in Florida.
The California parties propose to extend to me the privilege of
naminating 75% of the membership of the Board of Directors. with
the remainder. in all likelihood. to be composed of representatives
of the initial hackers and the principal underwriters.
This leads me to ask if you would. when everything is firm and SAC
is ready to be activated (which will only be after the line of credit
has been established). M
We! Seminole Air Coach. It is not only
that SAC needs and should have a number of prominent Floridians on
its Board of Directors. for obvioos reasons; it is my warm personal
regard for you. your acumen. and managerial expertise which
prompts me to extend this offer. I would appreciate very much
hearing from you when you have had an opportunity to give this matter
some consideration. Needless to say. it would be a privilege to have
you on the Board.
in closing. may I say that l have learned that one of your more
recently assigned projects is to promote the deve10pment of common
computer language in lieu of cobol {ortran and the existing myriad of
other languages. This is truly a Icing-sized task which only an indi-
vidual of your stature could resolve. l wish you every success in it.
Respectfully.
"
