Directive of July 11. 1964. esnblished the Office of the Assistent
Secretery of Defense (Administration) end cherged him, emong other
duties. with representing the Depertment in "providing for continuity of
government. militery perticipetion in civil end domestic emergencies,
end releted emergency plenning." Mr. Rewrite hes elso served es one
of the members of the Emergency Pinning Committee which, es you
know, elso includes yourself end Deputy Director of the Bureeu of the
Budget.

As I underst it. Mr. Box-wits W for lunch elmoet

shoot 10 yo. Some of the topics which might be discussed ere the
following:

(1) ow firm is the DOD position on the cleimency section of the
proposed construction? It DOD insists on becoming the cleiment for the
entire construction industry (see enelyeie). the consuuction order would
heve to he completely reconsidered. I em not seying the DOD position
is entirely unreeeonehle--merely thet it would be quite e different order.

(2) General DOD/0121 relationships. Mr. orwits, having been
designated as the ofcial channel 0! communication to DOD, may be
slightly cmcerned about the direct line which has been established by
Bill Durkee. While I do not believe that he has any major objection
to it, I am sure he will want to be kept informed. Another subject
which might be mentioned is the difficulty which we have been exper-
iencing in obtaining requirements data from DOD as the basis for
our stockpile studies and our surveillance effort. This is in fact a
critical problem and Mr. Horwits could be extremely helpful to us
in this connection. Another item 0! general OEPIDOD relationships
which might possibly be raised is the President's decision. obtained
by Governor Ellington before he left, that the Special Facility would
continue to be administered as it has be rather than be put under a
single manager as the Army had proposed.

(3) The Emergency Planning Committee. Mr. Horwits has played
an effective and well informed part in the deliberations of the PC.
The last meeting of this Committee was held in July 1965. The desirability
of convening the Committee to consider a wide variety of subjects. such
as continuity of government, relocation arc and emergency government
organisation. might be explored. in this connection, it is understood
that the Bureau of the Budget wil propose a study of the emergency
planning effort based on their analysis of the Report to the President
which you recently sent to them. The BOB study might be organised
to obtain staff inputs from DOD and MP and to report to the Emergency
Planning Committee. This is merely a suggestion but might be worthy
of discussion it the subject of RFC comes up.
