PERSONAL AND CONFIDENTIAL
Honorable Farris Bryant. Director
Office of Emergency Planning
604 17th Street, Northwest
Washington. D. C.
Dear Governor:
Since your public statement ten days or so back in which you made
it fairly certain that you would not become a candidate for the
Senate in the next elections, I have wanted to contact you and see
if we could arrange for a personal conference on one of your early
trips back to Florida.
Frankly. I think it is extremely important that I have your goodwill
and support in whatever measure you may feel such can be extended,
and I would like to talk this out with you.
I have just returned to the office here after a ten day visit in
and around Tallahassee. This has caused some delay in my writing
to you.
Tallahassee is a strange place these days. The political atmosphere
is very different (with the present Governor) to express it in the
mildest terms. People you would expect to be indignant about things,
however, seem to be holding back the expression of their judgments
out of a fear that the man may be popular with the people back home:
and strangely, a lot of the people back home seem to feel that he
may be popular with their neighbors. It all seems reminiscent of
that childhood story about the emperor and his clothes.
Somewhere along the line I keep having the feeling that this
government by press-agentry and speech writers will hit some
kind of rock, blow up and fade away. but maybe I am being a
little too optimistic.
I see many of your friends from time to time and they speak
strongly of their respect and loyalty for you. Also. I hear
nothing but good about the quality of your work there.
President Johnson's position with the people continues to seem
at a very deep low.
Earl Faircloth in his preliminary moves indicates that he expects
my association there to bring on great opposition from the public
but all of the sampling of public opinion, which wrhave seen, does
not verify his supposition as of now. As the campaign develops,
I believe the people will continue to approve the reasonableness
of an independent position.
Please give me some idea of when we may sit down and talk and I
will do my best to conform to your convenience.
\
Very sincerely,
\. (4-
