Dear Governor:

Thanks for your forthright letter of the 23rd. I just
reached it for reply as I was leaving for North Carolina

today.

I will be gone for about ten days during the Congres-
sional recess. In the meantime, if I can reach Senator
Muskie I will get his reaction. Frankly. when I wrote you
I did not contact him about the subject matter of my letter.
but now I would like to discuss it with him and get his views.
If he goes along -- 0.x. If he doesn't. then I will address
a communication to the President.

When I do. I will let you know. While you would not
want to make a self-serving request. I am sure you have some
friends in the White House much closer to the President than
I am who could be helpful. Personally. I sincerely hOpe the
matter can be worked out as I suggested.
