Dear Governor Bryant:

I attempted to reach you by telephone upon news of your
appointment by President Johnson as Director of the Office of
Emergency Planning. I heartin agree with Senator Russell of
Georgia that both the State of Florida and the Nation can be justly
proud of this appointment.

Having worked for you and with you on Floridas non-
military defense preparedness problems was to me a fine and
rewarding experience. I know you bring to your new national
responsibility a wealth of experience and ability not only in the
coordination of the preparedness effort, and member of the
Security Council, but also in the important area of presidential
liaison with state governors.

I am proud of the fact that I am working for and with you
again in improving Florida's survival and recovery opportunity
in the possible event of a national emergency.
