Dear Sir:

The Greek tyrant Dionysius of Syracuse quieted and convinced Danocles that
his life was uncertain by suspending a sword above his head at a banquet.
Since that classical deaonstration of indirect speaking. harmful indeci-

sion and pieceneal annihilation have often been classified as the sword of
Dauocles.

Starting with a recommendation of a subcoeaittee of the Board of Control
and renewed regularly by some source. including a subcommittee of the
State Legislature. the phasing-out sword of Danocles continues to nibble
at A a H's throat. This menacing activity should end one way or the
other because it is paralyzing the enroll-eat. denoralising the faculty.

horrifying the alulni. and asking it difficult to employ or retain quality
teachers.

An article entitled. "A New Role for A L M". appears in the June issue of
Florida Education. a copy of which 1 an enclosing. Reactions to this artio
cle have convinced the writer that strong support exists for making A b H

a special college of compassion. opportunity. and motivation to help that
vast population of quality youths who are under-achievers.

If this favorable viewpoint has strong support from our educational and
civic leaders throughout the State. a request will be made for permission
to seek a grant to conduct a study of the need for a peoples' college

with special help where all high school graduates are academically eligi-
ble for adaission.

Chicf administrative officers of our senior universities. junior colleges.
elementary and secondary schools. and religious. political. and civic
leaders throughout the State would be asked to recommend personnel to con-

duct the study. The study would deal primarily with the feasibility.
need. and cost of operating a special college to help the under-achievers.
Such a feasibility study. I believe. would be the only study thus far

undertaken to determine a useful role for A M. The results of the study
would. of course. be only advisory information to the Board of Regents.
the Board of Education. and the Legislature. for they must make the final
decision.

In addition to the article. "A New Role for A l M". l am enclosing a state-
ment that will interpret, I believe. the sentimental feelings of many FAMU
graduates and citizens who helped to pilot A t H through perilous struggles.
However, I an not asking for a reactinn tn the sentimental interpretation.

Realizing that a successful peoples' college must have public approval.
your opinion. along with S7] riher leaders. is sought in this survey. 1
am kindly asking if you will read the enclosed article and share your
views. by July 15. on Florida's need for a peoples' college. Your reply.
along with others. will be catalogued for public inspection. and you will
receive from me a copy of the volume.
