IDLENESS BREEDS CRIME

This is especially true of youth starting at the age
of about 12 when they enter junior high school and
continuing on up.

THINK THIS THROUGH

It is possible to reduce crime; more conveniently
educate the youth of our country. reduce ad valorem
taxes. increase teachers salaries and increase the
welfare of our country without any additional cost

in the long run.

OUTMODED

When our country wa young and the yOuth of Our
nation was needed during the summer to help till
the craps. Our school system was set up on a basis
to make this possible.

The same system now outmoded. continues even
thOugh most of the youth are no longer needed to

help plow the fields.

Parents realize this and try to find something for
their boys and girls to do during the three month
summer vacation. There are not that many jobs
available and idleness follows.

EFFICIENCY

There are not many businesses which could survive
if they closed their doors three months during the

year.

There are not many pcOple who can afford to take
a three months vacation.

By using school buildings 12 months of the year.
greater efficiency is obtained.

By hiring teachers for It months instead of nine.
teachers would be able to earn better salaries.

By going to school 12 months instead of 9. not only
would the problem of idleness be reduced. but also
a better and faster education would be available and
a person could become productive much quicker.

FOUR QUARTERS

By having school on a four quarter basis throughout
the country, vacations could be staggered over the
year.

A student could attend three quarters or four quarters
according to lis family's plans.

If a student was sick for a month, the student need
miss only one quarter. If the family wished to take
an extended vacation. the student need miss only one
quarter. 1! a student failed. he would lose only one
quarter.

For the ambitious, it would enable students to complete
their education while still yOung men or women.

STRONG LEA DER NEEDED

Possibly no man except the President of the United
States would be strong encugh to successfully spear-
head this project.

If the President were to set up a committee of
successful businessmen of proven ability capable

of putting the schools on a business basis, all of

this could be accomplished. (Warning -- Teachers,

as a rule, unless they had been exposed to success

in running their own businesses. w0uld not be qualified
to serve on the committee.) However, there are
hurdles to be cleared in connection with teaching and
the committee would want the benefit of having teachers
explain these hurdles and their solutions for the
committees consideration.

While in the long run a great savings to our country
would result. temporarily the federal government
would be needed to finance this transition.

Perhaps all of the additiOnal cost the first year.

75% the secoad year
50% the third year
25% the fourth year
0 the fifth year.

Soon thereafter actual dollar savings would begin to be
made.
