It's time to "Ask the Governor, when Governor Farris
Bryant answers questions sent in by citizens from throughout Vlorida.
Governor, the first question is from a man in Fort
Lauderdale who has written to ask it the transfer or funds from stale
reserves to operating accounts is an indication that we are ending
this year broke?
GOVERNOR: well, first of all, or course, our fiscal year
begins in July and ends in July, so we are not really ending a year
in state government. what this indicates, howeven,is that our
current position is not good. You see. our revenues come in very
slowly in the summertime and in the early months at the tall, and
then they come in very rapidly in January, February. March and April.
On the other hand, our expenses are heavy in summertime and the early
months or the fall, because our new fiscal year has begun and we have
made commitments for capital outlay and gotten many new programs
underway at the beginning or the fiscal year. This whole matter L111
be resolved as revenues begin to some in. Let me say this, thotsh,
we ought to develop a reserve which would make it unnecessary for us
to borrow in this fashion in the future.
Q. A lady in Cocoa wants to know if the stories she has
read in her newspaper about a State Road Department policy statement
on construction of highways competitive with the extension of the
turnpike means that Interstate 95 will not be built?
GOVERNOR: It does not mean that. As a matter or fact, we
have expedited the building of Interstate 95 and she can look forward
under the plans that the Road Department is following to the
construction or 1-95 faster than would have been the case a year age
under the plans that then existed.
Q. A Chicago advertising man has written to you complain-
ing that Florida is not giving Miami and Miami Beach enough attention
in its advertising and publicity and that this is unfair since that
generates more interest and revenue for the state (that area that
is) than any other?

GOVERNOR: Well, I would agree with him that if we did not
give them a proper share that would be unfair. As a matter of fact,
we have the best advice on advertising -- the best talent that we can
get. We think that we are allocating the advertising fund so as to
produce the most for the state and, of course, Miami and Miami Beach
is a big tourist attraction in the state and we all profit when the
people of the nation drive down to Miami.
Q. Several people have written to you, Governor Bryant,
commenting on the offer of a Charleston, South Carolina, Museum to
sell the State of Florida a portrait of Seminole Chief Osceola for
$25,000. They want to know where the money is coming from and if we
know that the portrait is worth it?
GOVERNOR: Well, first of all, we don't know if the portrait
is worth it or not. A man wrote in a letter and we are simply
exploring the possibility. I mentioned it in press conference, because
you know there might be somebody around Florida maybe a Seminole
Indian descendant -- who would like to put up the money to bring this
work of art back to Florida and if he wanted to do that he wouldn't
have a chance unless I told him about it. The money is not coming
from state sources under any present plans. Indeed, in all probability
it will be impossible for us to get the work at all.
Q. Governor, many people write in to you each week asking
you to come to an area of the state to speak at a civic club or some
other function in their community. Can you tell a little bit about
how you view these invitations -- how you decide which to accept and
which to decline?
GOVERNOR: Well, we try first of all to accept those
invitations primarily in which we can serve some good purposes. Now
national conventions frequently give me a chance to make some pitch
that is good for the State of Florida, and I like to do that. And
then there are institutions and there are programs which afford an
opportunity to explain or to get support for the activities of various
state agencies -- whenever this occurs we try to accept that invitation
rather than some other where sometimes I would enjoy going more.
