SHORT HISTORY OF INTERSTATE HIGHWAY NO. 4



l. The Municipal Planning Board of Orlando initiated a traic
survey in the {all of 1953 for the purpose of developing an. arterial street
plan {or the metropolitan area.

2. The survey was conducted in January and February 1954
by the State Road Department and was paid for by the State, Orange
County. and the cities oi Orlando and Winter Park. The preliminary
report published in September 1954 called for an expressway through
the area in the pattern of a "Y" with legs pointing in the direction of
Tampa. Sanford and Leesburg.

3. The final Road Department report published in December
1956 emphasised the need for the expressway to solve the major problem
of local traic and the minor problem of through traic. The leg of the
"Y" from the direction of Tampa to Sanford was recommended as a part
of the Interstate Highway system and the leg toward Leesburg was recom-
mended as a set of one -way pairs using Edgewater Drive as one of the
streets of the pair. with an interchange at Lake Ivanhoe brixg ing the two
together. Howard. Needles. Tammen and Bergendoti were employed by
the State to complete the plans of the proposed Inter state through Orlando
and Winter Park.

4. After considerable planning and many conferences with City,
County and State. the nal plans were submitted to the public at a hearing
at the Municipal Auditorium in Orlando April 25, 1957 by William H. Dial,
member of the State Road Board. Complete newspaper coverage was given
the entire plan and a large crowd appeared at the hearing. A copy (1 the
picture of the Colonial Drive interchange which was displayed at the hear-
ing is attached. The need to solve local as well as through traffic problems
was again emphasised.

5. In 1958 the Bureau of Public Roads advised that they would
not participate in the "on" ramps over the railroad at South Street and

Magnolia Avenue, but this was the only major change published prior to
August 1960.

6. With the proposed Interstate No. 4 as the predominating
factor. the Municipal Planning Board of Orlando prepared a comprehen-

sive plan and after exhaustive hearings, adopted the arterial street plan
in July 1959 and the zone plan in January 1959.

7. Tie Iirst contract for the Interstate through Orlando was
let by the Road Department in November 1958. The second contract was
let in May 1959. The third contract was let in February 1960. These
are now under construction. This third contract brings the Interstate
to Robinson Avenue from the south and includes an expenditure of over
$1. 000, 000 for off-street parking under the roadway which is being paid
for by the Orlando Parking Commieeion(sn agencon the CityGovernment).

8. On August 15, 1960, J. Rollo Davis. Sate Road Department
member. reported to the City of Orlando that the Colonial Drive inter-
change (aate Road 50) had been eliminated from the interstate No. 4
plans. and that the following events had taken place.

(a) Approval granted by the Bureau 0! Public Roads
of plans for the Orlando section of the interstate No. 4
in October 1958.

(b) in January 1960 the Bureau of Public Roads
issued instructions restricting minimum distances

between interchanges to 1 mile and averaging 2 miles
but permitting consideration to special cases where
warranted in public interest.

(c) Colonial Drive interchange was disapproved
in June l960 by the Bureau. A full scale hearing was
held in Washington July 5 with the Bureau of Public
Roads. the State Road Department and the Florida
congressional delegation and reinstatement of the
Colonial Drive interchange was requested along with
others in Florida. The request was denied. A final
appeal arranged by Senator Holland for the Colonial
Drive interchange with the Bureau of Public Roads
was again denied on August 9, 1960.

The Central Florida Development Committee. representing
134 of the leading business and professional men of this area became
alarmed at the news of the elimination of this most important inter-
change and concerned over the future of the entire program because
of many plans made by private enterprire and the public in view of
the previously announced plans and many public hearings. The follow-
ing action has been taken and promoted by the Committee:

1. A resolution addressed to the City of Orlando, the Orange
County Commissioners and the State Road Department was presented
to those bodies on September 19. This resolution requested reinstate-
ment oi the Colonial Drive interchange and no further change in plans
through Orlando, especially in Ivanhoe and Princeton interchanges.

2.. The City of Orlando and the County Commissioners
adopted similar resolutions and forwarded them to State and National
governmental representatives.

3. Conierence was arranged by Senator Holland with
Mr. Tallamy to be held at 2 p. m. November 18, 1960 in Washington. D.C.
