The Honorable J. Rolfe Davis, Member of the State Road Board
of Florida
Gentlemen:

The Executive Committee of the Central Florida Development
Committee representing a substantial number of the leading business
and professional men who are dedicated to promoting the orderly growth
of the Orlando Metropolitan Area. having received information that the
Colonial Drive interchange has been eliminated from the plans for the
construction of Interstate Route 4 through Orlando, and that further
changes in the design of that highway may be directed which w0uld
materially reduce its effectiveness in meeting the needs of the local
community. has adopted the following resolution:

"WHEREAS on April 25. 195? plans for construction otinterstate
Route 4 were presented to the community at a public hearing. and as a

result of such hearing were accepted by a majority of the citizenry of

Orlando and vicinity as the plans by which the project would be b;.iit. and

"WHEREAS the City of Orlando caused a comprehensive plan to be
developed, including an arterial street plan. for the future growth of the
city and the metropolitan area-such arterial street plan having been
adopted by the City Council and the Board of Commissioners of Orange
County. and

"WHEREAS the published plans for the inter state highway and the
arterial street plans have been used by the citizenry as a basis for making
private plans and investments, and

"WHEREAS the Bureau of Public Roads of the United States has
caused these plans to be materially altered, eliminating the interchange
at the intersection of Interstate Route 4 and Florida State Highway 50. the
major east-west highway in Central Florida, and

"WHEREAS the loss of such interchange would render the arterial
street plan of the City of Orlando inoperative and materially affect the
orderly growth of the central business district and the future growth of

the metropolitan area,

"NOW THEREFORE BE IT RESOLVED: That the City Council of
Orlando. the Board of Commissioners of Orange County. and the State
Road Board of Florida be strongly urged to take such action as is necessary
to have the interstate highway built according to the original plan including
the Colonial Drive, Lake Ivanhoe and Princeton interchanges as presented

to the people of the community and accepted by the citizenry, and

"BE IT FURTHER RESOLVED: That the entire membership of
the Central Florida Development Committee be urged to join with the
above governmental bodies in taking such action as is necessary and
using such influence as possible to have this most important interstate
highway built in accordance With the original plan to serve the community

in the manner intended, and

"BE IT FURTHER RESOLVED: That all civic bodies interested
in the proper development of Central Florida be urged to render all
possible aid and support to the City Council. the County Commissioners.
and the State Road Board in the accomplishment of the above aim. "
