Here are copiee of correapondence thet ehould contain information
relative to the location of the North-South lxpreeewey (1-95) in Miami.

The firet piece of correepondence ie a letter iron Al Church to
Chair-an Phillipe dated February 6, 1962. A1 wrote thie letter to the
Chair-an after Wilbur Smith had nade a preeentation of hie new report
titled Miami Expreeeway Alternatee.

You will aleo find a copy of my letter to you and Chair-an Phillipe
dated April 23, 1963 which givee a brief report ae to the chronological
evente from July, 1961 to April 23, 1963 repardins expreeeway planning in
Miaai.

Alao attached ie a chronology on the Miami Expreeeway fro- the date
of the original Wilbur Snith report (1956) until December 18, 1963. Thie
wee prepared by Al Church after he left the Depart-eat ae Highway Engineer.
I an not faailiar with the circuaetancee eurrounding hie developing thie
neaorandun. Evidently it wee developed at the requeet of Billy Mayo ae
international background for our January 8, 196a aeetin; at the Colubne
Hotel in Hiani, at which time we had an internal public hearing ee to the
etetoe of the Mia-i Rxpreeewey. At that neetins I wee requeated by Billy
Mayo to con-ent ae to why the State Road Depart-ant had abandoned eoae of
the locationa prewiouely choeen in favor of othere. 1 pointed out that
the original 1956 report indicated 1-95 to parallel the IBC Railroad, with
the downtown interchange to be located iaaediately eaet of the tracke.
The new location ee preeented in Hilbur Snith'e Alternatee for Expreeewaye
etudy, dated 1962. ehowe the North-Scuth Rxpreeewey (1-95) to be located
approximately three blocke to the wear of the original location. The orig-
inal 1956 Uilbnr Smith location wee baeed on the preaiee that we would
eecure a cheap right of way from the !BC Railroad. In fact. at one tine it
wee diecueeed that the PIC Railroad night abandon their right of way. Alec,
the 1956 report recon-ended that a maxi-u. SS-tt. vertical clearance be
provided acroee the Mia-i River. Later negotiationa between the Depart-ant

and the Corpa of lngineara italicated that they would require a 75-.

vertical clearance.

The Depart-ant nada neny etudiee oi the original

location with the require-ant of a 75-. vertical clearance. but it
bee-e alnoet iepouible to provide proper connection to 8.3. Second
Avenue vith the original location ae propoeed.

I pointed out in the January 8. l9 nearing in Iii-i that the nee
location ea rec-ended by Wilbur kith not with the approval of the Depart-
nent upon conaideration of the following:

xxpreelaay. The original location had a "doglag" in ita aligr-ent,

whereas the net aligmcnt ie note direct.

the new augment evoida any lend-taking in Binpeon Perk; Bierpaon
Perk being on the abandoned location.

Hr. Harry Start, at that tine Aeaietent Regional lngineer of the
Bureau of Public loade in Atlanta. had adviaed the Department that
he had peraonelly nadc an on-the-ground inapection of the propoeed
new route and he heartily reco-endcd ita location ae being the
noat feaaible route to conetruct the Iorth-South prraeaaay.

I hope that ny co-ente, together vith the attachente will give you a
little background ae to why 1-95 vae relocated.
