Becsuse of the complicstions snd unusual testures
involved in s toll road finsncing which. so con-
templsted, will embrace not only I refunding hut
sleo the construction of sn extsnsion snd the
inclusion of so 'opsn end' provision for sdditionsl
bonds. the Authority should svsil itself of the
best tslsnts of s group of experienced msnsgers

to devote their joint efforts with the Authority
tousrd working out the mos. sdvsntsgsous provisions
(or the new bonds. The Authority could not expoct
thst this would he svsilshle in compotitivs bidding.

A negotisted ssle should produce the most ddvsn-
tsbeous timing of the issue, wheress in the csse
of s competitive ssle the time schedule must hs
determined in sdvsnce of the invitstion for bids
(which must be published well in edvsnce of the
bidding dste). This may result in the sctusl
timing of the issue during unfevorsble msrket
conditions, resulting in sn unnecesssrily high
interest cost snd possibly sn unsuccessful issue.
The Authority any, of course. reject sny hid but
this often lesvss an untsvorsble impression which
works to the detrinsnt of the Authority.
