the Port Pierce to Jacksonville Extensicn of Prcject No. 1.
Early in the investigation it was apparent that the entire section

These Design Sections extend between the Scrtherr Teraizus cf the Hie-i to
Port Pierce Section to s paint Vest of Crlsda. Formal cataracts were sigred
for the remaining Design Seetions an October 16, 1961. with the following
engineering firms for the Design Sections indicated:

Actual design of the project under the present Authority was starred
in March. 1961. In the interest of time, the Bectian xngineers agreed to
begin field surveys and design prior to :he sale cf bonds. This early start
on the final design permitted the award cf ccastrsctLOt contracts immediatel}
after the bonds were sold and made Posaiblt -uneideration of a program
contemplating opening of the Turnpike prim; t the January 1, l964 target
date. The amount by which this date can ue advanced will be sn05ect to more
accurate determination as actua construction work progresses.
The Turnpike Authority continued the firm of Howard. Needles, Tammen
and Bergendoif, Orlando. 33 General Consultant; on the project.
On October 16, 1961. the Turnpike Authority 3c.ected the ArchiteccuraJ
firm of mailman-Lord Engineering, Inc. for the design and field supervision of
Toll Stations. Service Areas and Maintenance Areas. with Sewerage and Water
Facilities design and field supervla-on to br ocne urder subcontract by the
angineerinq firm of A. z. O'Neall and ASBOCLatea. Inc.
To promote close cans¢ruc::cn control std to provide for improved
coordination, Design Sections were umvideo .nuo Construczion Contracts. Thus?
Contracts were awarded in complete packages incl;diaq grading. drainage.
bridges and paving. The design of successive contracts was scheduled to per
mit a smooth flow of design plans by the Section Engineers and to provide the
award and prosecution of the construction abstracts in a logical order.
A testing laboratory and Administration Office was estatlished in
Orlando near the Turnpike alignoeat. 1 field testirg is handled by the
Turnpike Authority Engineering Staff under the direction of Mr. H. E. Lewis.
Chief Engineer for the Authority. This work has progressed smoothly and
efficiently and handling of such teatinq by Acthority Forces has resulted in
close coordination of construction activities.
The preparation of right of way maps and deed descriptions for pro-
perties required for the construction of the Parkway was started in April,
1961. Appraisals of property were started immediately upo: sale of the bends
and right of entry has been obtained for most of the Parkway at this time.
Condemnation suits have been filed and are awaiting appropriate action by the
courts for award of right of entry in the few locations remaining.
Prosecution of the preparation of the right of way maps and deed
descriptions. appraisals and purchase schedule complemented the proposed
construction schedule. All right of way appraisals and acquisitions are
handled by the Right of Way Department of the Florida State Turnpike Authority
under the direction of Mr. T. M. Ervln. Director of Right of Way.
The early start of design on the project permitted the award of the
first construction contracts 19 days following the sale of bonds. A formal
ground breaking ceremony was held at Orlando on Deoeber 28. 1961.
The sale of Parkway bond: for the project was completed on December
20. 1961. The proceeds of the Bond Issue were $157,000,000. of this alount.
$67,142,621 was used to retire the bonds for Project No. l. The balance was
deposit-d in tho ConstrucLic: ?.r¢ i7Rg w..n u.n~r available funda.
During l96l uonsidorablc oozivity and interest was gunursted by the
present Authority in attempting to validate and 56;; the bonds for Project
No. 2.
In tho,£ina1 stages of plannirg the Bond Issue. several adviaurs
attempted to convince the Authority that $2 Million to $4 uiLlicn would he
neodad in addition to the ostinatcd $L57,C00,0?0 issue, Dazed upon their
conviction that additional accruals would be forthcoming, from various fund
sources. tho Authority agreed to hold the line. This position has been

the amount suggested by the advisers.
