This university and junior college capital outlay implementation law
was prepared to conform to adjustments in the $75 million bond authoriza-
tion anendeent approved by the Legislature.
Section 1 lists without any fixed priority the buildings most urgently
needed by the junior college: and the state universities. These amount to
$35,980.2u6 for the junior colleges and $51,897,000 for the state univer-
sities, a total of $87,077,2u6.
Sub-section 3 of Section 1 specifically limits to $30 million the
amount in bond proceeds to be spent during the 1963-65 biennium for junior
college construction and to 5&5 million the amount in bond proceeds to be
spent during 1963-65 for state university construction, an overall total
of $75 million.
Representatives of the junior colleges and state universities have
reached agreement on an equitable division of the $75 million in bond
funds for 1963-65 on the basis of $30 million for the junior colleges and
$u5 million for the state universities.
A total of $87,877,2u6 of projects is listed in Section 1 in order
that the State Board of Education and the State Board of Control nay have
flexibility in designeting the projects to be built. in the interest of
orderly Planning end contracting and in the interest of sound education and
economy.
Sub-section 3 of Section 1 contains a guarantee that all projects
listed in the 1963 General Appropriations Act. which are included in the
Section 1 listing, will be realized during the 1963-65 biennium.
To insure that there will he an equitable allocation of construction
funds aeong the various institutions of higher learning a requiresent is
aede in sub-section 0 of Section 1 that the allocation he in the sane ratio
to the totals listed in the bill.
Section 2 guarantees that if any general revenue funds are spent for
itens in the 1963 General Appropriations Act then the general revenue fund
lust he reiabursed froe proccods of the bond issue.
No construction funds are provided during the l963-65 hienniu for
vocational technical schools but a requirement is nade in Section 5 that
the State Board of Education during 1963-65 make a study of the needs for
vocational technical education so that reconnendations can be made to the
1965 Legislature for proceeding in this area on a sound basis.
Section requires that the Bond Review Board review the bonds and
revenue certificates to be issued under this program to determine'vhether
such financing has legislative approval and is consistent with legislative
intent.
These provisions altogether will permit the cost effective use of
proceeds from the bond issue consistent with sound educational principles
and legislative requirements set forth in the bond authorisation anendeent.
