Dear Sir:
Your 9ersonnel Committee offers the following
report and information:
EMPLOYMENT BASIS
It hwa been the policy of your Committee to base
employment on need for the personnel and to fill the
needed positions from the list of those who qualified
for the positions. much credit is due the Employment
Service in Tallahassee for co-operating with your Com-
mittee in conducting the qualifying tests for the var-
ious positions. At the beginning of the session,we
set up our own testing system under Mr. Snyder in the
Enrolling room and used the very same standards used
by the Employment Service in determining qualifications
for positions. Your Committee feels that every person
on the payroll, over which this Committee exercised
contrOL, is qualified.
LIST OF PERSONNEL
Attached hereto, enclosure 'A', is a list of the
231 people now on the payroll of the House with positions
and home address. Attention is invited to the large
number of personnel whose home town is away from Tel-
lahassee.

hired personnel by departments for this session a-
gainst the 1951 session which reflects 51 less employ-
ees this session.

With a total of 231 employees to 95 members, the
ration of attaches to members is 2.#3 to 1. (Inci~
dentally the Senate with 158 attaches and 38 members,
the ratio is 3.01 to 1.)
KIN OF HEMBERS
Besides Personal Secretaries and Pages (103 em-
ployees), which leaves 128 employees, only 5 employees
are Kinsmen of House members.

FURTHER EFFORTS TO CONSERVE
Your Committee has contacted, this week, each
Department Head in an effort to further eliminate
unneeded personnel and we have eliminated 6 positions
as a result. This effort will be continued. Your
Committee feels that the House is adequately served
now with capable personnel and no further additions
will be necessary; in feet, as the session draws to a
close further personnel will be eliminated.
