The General Research Aides and the Specialist Itesecrch Aides could

be esaignad in edvcme to definite cmuitteos to which they would

be sccomteble througzout the session. This would be the simplest
arrangement from an edninistrctive sterpoint, since it would be
largely self-administering. Hit}: where definitely assigned to
ccmittues little over-ell direction would be necessary, eat there
would be no problem of priorities except in cases where the full

tin of the Research {idea was not needed by the Conuitteee to which
they ha? been aseigmd. In such case, a decision would need to he
made concerning the er"itionel research they uere to undertake. Some
coordination would also be necessary in order to cake certain that
each Research Aide was constantly interest! or what use being done by
the others so that he could use other research that nimt be helpful
in his project, so that duplication would be avoided, am! so that team-
bers of the Legislature could find out at w tine all of the research
then in progress. under this plsn I would suggest the following ed-

ninistrctive set-up:

1. An office in the Capitol should he enilahle es heed-
quarters for the Recenrch Aides.

2. A men being used for research by the School of Public
Administration and containing calculating machines and
other research material sh 1116 be made eveilsble in
canes more the Research {sides needed more privacy in
research.

3. In the research office in the Capitol, there should be
at all time a stenogrepher or secretary who would keep
on up-to-the-ninute docket shoving whet oech Research

ezzpected date or completion of each research project,
any free tine available on the part of any Research
hide, and where and Reveal-ch Aide could be reached

4. The etenogc-upher or secretary of the legislative Reference
Bureau, who receives visitors, should he provieed with a

formation to legislators requesting it.

One or more Generel Research Aides could be definite]; assigned to
committees and the others could tom 3 research pool. For example,
one General Research Aide night be assigned full ties to the Appro-
priations Committee; and the rest or the Research Aides could serve
as a research pool. while this alternative plan would not he ss
self-edsinistering as the first plan, it would not involve mch
additional adniuistretion. The proble- of priorities among the re-
quests coming in to the research pool would be greater and would
require more tins and attention. A definite priority basis or pro-
cedure would need to be fomlsted. The priority procedure could

be based on the order in which research requests were received but
it would still be necessary to have sass procedure for making ex-
ceptions in psrtimzlsriv urgent cases. Such cases night he referred
for decision to the Speaker of the House, or to a conittee designated
1v his, or to one or the existing canitteos such as the Coruittes on
miles and Calendar. The other details of this plan would be the sans

All Research Aides could be in a research pool with the priority pro-
cedure and administrative arrangements outlined in Alternative Plan 11.

Cc-ittees, such as the Appropriations Comittee and determining priority
for the others on the basis of the procedure outlined.
