Dear Farris:

I am enclosing a list of tentative race-sensations of General Research Aides
and Specialist Research was free Ploria State University. If the program
is to be successful, it has seemed to me that the personal qualifications of
the tides, in their ability to work effectively with public officials, will
be alasost as important as their technical know-how in the field in which they
are to provide research assistance. There are sue academicians in every ed-
ucation]. institution who do not possess these personal qualifications, and

I frankly feel that this is one of the reasons why government has not utilized
more fully the technical resources of its educational institutions. Possibly

on our list several people whose ability to work effectively with public of-
ficials seems doubtml, but who have intonation earl experience that coulr' be
bslphll. In looking over the list of recmndations from the "hiversity of
Florida, I also find sous whose ability to work effectively with public of-
ficials seem to ms to be questionable.

I am also enclosing a proposed budget, or estimate of expenditures, for the
prom-as an! some suggestions for its administration. I believe, with you,
that the program list begin on a lodest basic and without any large outlay of
finds by the legislature. Your goal, as I understand it, is to utilize the
existing resources of the State so as to provide technical research assist-
ance to comitteea cd the legirlatura with urine:- saving to the taxpayer.

If it were necessary for the Indebture to appropriate a large sum of my,
it would at least be a question whether it would not be more desirable for it
to provide arditicnal mil-tine staff for the Legislative Reference Bureau.

I believe that the plan could be initiated at a total cost to the Legislature
of $3000 or less, depending upon the amber of Research Aides from the miser-
aity of Florida and the amount of per dice: and travel necessary for than. The
proposal budget is based on two General Research aides ami five Specialist
Research Aides from the University of Florida am: the cane masher from Florida

l have tried to cut the enemitures as closely as I could. You will note,
for example, that only fifty-five days have been allowed in per dien for each
of the General Research Air'ec from the University of Florida, since they have

Show has told me that the Bureau will again prepare s budget analysis
similar to the one prepared last year. The things I have in mind would sup-
plement his analysis and could, of course, be included in his analysis to the
extent that the information were available at hie publication deadline.

I hope to be able to send you next week the information and suggestions you
requested in commotion with the Stan's present statutory provisions on bud-
geting and the staff of ite budget office.
