Juhmitted herewith is information regarding the gersonnel
status of the Bureau for consideration or your committee,

together with my reconnendetiona us contemplated by Section
ll.22(2), F. 5., 1951.

As you know, the normal complement of the Bureau, on aprroved
by the Council, consisted of nine persons, coagosed of a
director, tuo associate directors, two assistant directors,
one research assistant and librarian. one secretary, one
atenograyhcr-bookkeeper, and one atcnosra;hcr.

Since the organization of the Council and Bureau in lyhg,
there have been six separations by :ernanent employees.
of those were for domestic reasons, and four were for the
purpose of Accerting better goaitiona. The last of the
la ter separations occurred as or July 1, 1952. I conten-
ylotc that the Imaition of Research Assistant will be vacint
on or before January 1, 1953, for personal reasons or the
incumbent. when this position becOnao caCant, and perhap:
sooner, none tyIs of reorganization or Additions or start
position; will be nccenair; if thr Bureau 14 to gerforn the
services expected or it by the Council and the Legislature.

I have in the files a: this time two applications of men well
;ualified in the riclda of work handled by the Bureau, both
of whoa are interested in the Council's program.

Arthur Les Cunkle or Gainosville, Florida, age hl, has a Eh. D.
in Economics, with an educational background in economics,
lelitical science, history, sociology, and education. He was
employed for four years at the University of Florida in the
Department of Economics of the dchool of Business Administra-
tion. He will be available for appointment to the poaition of

\ssociate Director until September 15, 1952. After that date
hin availability is questionable.

John c. Belcher of Jtillveter, Oklahoma, age 32, has a 1h. b.

in Sociology, with an educational background in sociology,

rural sociology, statistica, economics, agricultural economics,
and agriculture. he has been an Associate Professor of Jocioloay
and Rural Life at Oklahoma A. & H. since l9h9. He will be avail-
able on thirty days' notice.

Both of the above men have taught stotietiea in their teaching
careers. Both are well qualified for the position available.

Your committee has had under advisenent a proposed personnel
clnaaifiCstion and salary echedule, which if adopted by the
Council will have a tendency to stabilize cagloynent at a level
commensurate with the responsibilities or the Council and the
Rererence Bureau. In view of further contemplated chanson and
the budget of the Council and the Bureau, your Director recon-
nanda as follows:

1. That the starting salary or the position or Aauociute
Director for future sppointoontn be lowered $300 per year and
an additional increment be inserted after 15 months or asrvice
so that the schedule would be as follows:

Starting 6 Moo. 1 Year 18 M95. 2 Years
$500 $9700 $6000 #5300 $6600







2. That the vacancy in the :oeition of Associate Director
be filled by the appointment of Arthur Cunhle, lubject to the
above schedule, and that the appointment be made effective
September 15, 1952.

3. That the Council authorize the appoint-ant or on
additional Associate Director an of January 1, 1953, and that
this position be offered to John C. Belcher, if availaDIE, or
to cone person equally qualified. (It aunt be pointed out
that the budget as presently existing will pcrnit ouch arroint-
went until June 30, 1953: but that in order to maintain the
start at the recommended level an appropriation of $55,000 per
annun for the next biennium will be required.)

b. That upon the anticipated vacancy in the position of
Research Aaeiatant and Librarian the present secretary,
Mra. Merion Buford, be proaoted to that pnstion in v'ov of
the fact that she is fully qualified by virtue of her education
and experience and that her salary be started at the 6 nontha'

budgeted for her as Secretary.

5. met the position of secretary be filled by the
promotion of Hrs. Elisabeth J. naming, who has all the
experience qualification contained in the Job classifi-
cation except a college degree. It in reeomended that
this qualification be modified, inns-uch as the proposed
personnel plan cells for increased educational qualifica-
tions at the toy level, and also in vicv of the fact that
this employee is well qualified in the use of the Vari-
mer, typewriter, shorthand, and office naohinery in use
in the Bureau.

6. That Mrs. Sadie L. Yates be promoted to the posi-
tion of stsnographer-Bookkeeper for which position she is
qualified by ability and experience.

and thst the previously proposed position of Research
Assistant he not created.

There are, of Course, alternatives to the above plan, but it
vould smear that this proposal would otter the State the
greatest value for the money spent in salaries. the staff
would be a well-rounded one, representing the major educa-
tional disciplines with which legislative probleas are
chiey concerned. To be more specific, the following
indicates the nsJor fields represented by the sppointnenta
and promotions and the animus salary budget required:

In order to naintuin the staff at the above level, at
naxiuun salaries to be earned in two years from the time
or appointment or predation, to pay extra salaries for the
performance of the Legislative Service, and to nest current
operating expenses, the Council vould require an operating
budget of not less than the $55,000 stated. It the Council
does not care to ask for any increase in its budget for the
biennium 1953-55, it would be unwise to determine upon a
staff as proposed, even though money is now available, and
one of the positions would have to be dropped.

If I can clarify the above by furnishing any more informa-
tion, or more details on information presented, please let

us know. The consideration or this matter by the committee

so that final action nay be taken by the Council in September
will be greatly appreciated, and reworeble action will greatly
facilitate the conclusion of projects now in progress under
assignment froa the Council.
