Dear Farris:

An examination 0! the rules indicate the iollowing conflicts which should
require some clarification or change as to Rule No. 67 on Committee
Meetings:

The rules provide {or special notice a! committee
meetings in writing and make it necessary (or such
notice to be in writing: for example. in Line 5.
Page 21. "in all cases shall be by notice in writing"
whereas in Line 3 on Page 22. the rules provide
"by causing the same to be announced while the
House is in session or by subject of written notice
on each member."

i believe it was probably your intent to require written notice in all cases.
it such is desired. the mere change of the word "or" to "and" would accom-
plish the desired effect.

Rule No 72 could probably be shortened considerably by the deletion oi
unnecessary instructions to committee chairmen.

Rule No. 74. Part 4 should probably be extended so as to require a declara-
tion by any person appearing before a committee in his individual capacity
without compensation. Such required declaration should establish the occu
pation and a statement of any nancial interests such person may have in
any business, industry or enterprise alfected by the legislation under con-
sideration.

Other than these changes. the rules appear to be quite acceptable.
