Deer Allen:
I have completed reading the Rules though not as thoroughly
as I would like snd desire to call the following msttere to
your attention:
1. In Rule 16 provision is mede for entertainment of
a nation for immediate consideration of e bill or
Joint resolution, but in the last line of that same Rule
it is further provided thnt these notions require
unanimous consent for the making and decision by s
two-thirds vote. I would think the first reference being
misleading should be eliminated.
2. Rules 18 end 25 ere eluoet identical but cover some
slightly different mstters. These Rules should be
consolidated.
3. Rule #7 provides for the reference of a bill sfter
an appropristion amendment to the Appropriations
Coo-ittee. The lost psregreph of Rule 12 provides for
c sieiler disposition, together with matter relating to
a Senste bill. It seems that this entire paragraph of
72 should be eliminated.
#. I note that after Rule 53 there is no specific
provision so to the enrollment of bills, Rule 55 Just
seeming thet to hsve been done.
5. In Rule 63 the word "in" should be inserted in the
second line sfter the word "ind".

6. In Rule Tl on the lest pe thereof in the second

T. In Rule 79 the following oleuse should be elininsted:

8. In Rule 81 the following cleuse ehould be elieinsted:

exclusively under the Personnel Co-ittee.

submit the tollosing to be inserted relative to the
Legisletin Council.
