WHAT ARE OTHER STATES DOING?

STATIONS IN OPERATION:

As of October i953, one menial, educational television station (KUHT at Houston,
Texas) is on the air with edrcationol pragm. Another station (KUSC-TV at Los Angeles,
California) is on the air with test pdterns, and it may be that regular program have been
started by now. These are in addition to the part-commercial, pat-nonconmercial operation
onWOi-TV at Antes, iowa which was stated prior to the television freeze.

APPIJCATIONS ON FILE:

As of June 5, I953 there were cpplications for reserved television channels on file with
the Federal Communications Carmission. In addition, there were_2_ applications for non-
commercial use of nan-reserved chmnels end 11 applications by educational institutions for

commercial use of nonreserved channels.

CONSTRUCTION PERMITS:

From these qsplicatians, action has come from the Federal Communications Commission author-
izing cauttuctlon by educational groups of l7 stations on noncommercial, reserved channels.
In addition, one construction permit has been granted to an educational institution for a non-

commercial station on a non-reserved chamel No information is currently availdsle concerning

any action by the F.C.C. on the applications for oomnertial chamels by educational institutions.

LEGISLATIVE ACTION:
Mom the States, 3i legislatures took up the matter of educational television during i953
sessions. i7 of the states decided to conduct studies and asked for recommendations concerning

educational television. 2 of the states created state educational television commissions with

authority to canstwct and operate educational television stations; of these, one has very limited

fimlol resouces to devote to the psolect. 4 other states wtlworlzed vesy limited develop-
ment and West. 5 legislatures requested that the 'June 2" deadline be extended. 9 of
the state legislatu'es killed the psoposds for edwotionol television which they consideted;
and 5 ethos: acted mievombly on some of the proposals meshing educational television.
