Dear Larry:
I heve had a nueber of talks with In. bowling
and others interested in your proposed educa-
tional-TV station, and en soeeuhat familiar with
the plan or operation and purposes. It is quite
different tron whet we are undertaking to do
with the study group of which 1 en head, but 11
plan I an reconnending to the oo-ittee does call
for oonsidernble correlation.
The University or Florian has been very desirous
of building its own educational-television station.
Pursuant to that purpose they have spent eons
00,000.00 fitting out en eree under one side or
the stadium for a program center studio, end are
cents-plating the use or one or the radio towers
already constructed to support a television sn-
tennn. The initial cost or such a station. other
than the program center facilities, will probably
be in the neighborhood or no to three hundred
thousand dollars, end the operetion budget cen
eesily run an equal amount nmnaally.
I have therefore cone up with a proposal which is}
being worked on by the stat! of the legislative
Reference Bureau not: to authorise the University
to build a progra- center end operete the cane,
and esteblishing a Mini" Pmmdetion" toreduce-
tionsl television. The University under that plan
whould have every opportunity to develop its stu-
dents in television techniques, and could reduce

the cultural and educational featuree or the univer-
sity to a foraluhsre they could he disseainated
widely to the public through television.
On the other hand the State would purchase tron
purely educational-television stations, by way
or suboidization, several hours per day for a
prescribed period of years, probably two. The
proceeds of that subsidizetion would be used to
assist in derreina the operating budget or such
a television station as Jacksonville contenplates,
and in return the University would have ability to
produce over that station the programs which it
had put together in its progrea center, on tile or
otherwise, to the nutual benefit or both parties.
The television station would not be limited to
the use of the progranocnter facilities during
those hours, but could call on the University for
materials to use in other hours and could, in fact,
uork in close cooperation with the progrea center
in the develop-eat or all or its procraas.
It see-ed to no that this plan would, on the one
