Deer Farris:

I hope you will understand mydelay in cowering your
letter of the 8th it use necessary to first confer on our final
report with Dr. Allen and Dr. Campbell.

Ibelieve the best way to emer you is to enclose herewith
the stetaaxts receive! from the above gentlemen. It in a foregone
conclusion that these institutions will, necessarily, have to offer
training in Comnicetions mich includes radio ad television. As
pointed out by Dr. Cowbell, facilities Already exist in the tug of
personnel to offer such s prom-en end, at both institutions, these
offerings are now enilnble.

In addition to the training of young boys end girls to
enter thooe fields, the State University owes a duty to the people of
the state to extend its education-1 fscilities to them via educational
programs prepared on the campus.

Just were the "closed cirmit' method of instruction and
the actual televising in a limited area (as proposed by the University
of Florida) should begin or stop, is the real question involved. Dr.
Allen end his conittee have been working on this, as you know, for
over a year, and Ibelien they are prepared to show that the cost of
such a limited "live telecasting is not prohibitive, in viewot the
benefits thereby obtaind.

As for the Board of Control, I think we are quite unanimous
that we do not wish to encourage either university in my large end
costly program, unless the Legislature and, in particular, your Council
should approve and Join uith us and these. instimtions in making such e
request.
