Section 1. Section 391.07, Florida Statutes, is
amended to read as follows:

1"I'he Commission may provide for the surgical and medical
care or treatment of indigent crippled children, provided, however,
that the Commission shall, prior to providing euch care or treement,
cause to be made a medical, eociel, and mode investigation by
qualified mdicdly trained personnel, to determine the financial
liability of the parents or persons standing in loco parentie and the
Commission, and the said Omission shall then enter into such contracts
with the parents or persons standing in loco pat-cutie concerning such
care or treatment as is to the beet interest of the child; provided
further that in cases of mnergency said Omission nay provide necessary
care and treatment prior to making the investigation aforesaid. The
Commission is hereby authorized to promulgate such rule 3 and regulations
as will fully carry out the intent and purpose of this section."
