Deer Farris:

The rewepapers Saturday quoted the addreee you delivered to the
Florida Petroleul Harketere Association on Friday.

In regard to toll roads, you said: 'Toll mode are unpalatable, but
we'll have them tomorrow, not because we like them but because there
is no other way to finance needed reed construction. Florida is not
doing the kind of planning imperative for construction of roads and
not spending its road money wisely.

As you know, I have always ednired you es e etetemn rather than a
politician. I definitely agree Nith you on the last statement you
made above, but it would seem that by rectifying the plenning and the
spending and doing more ebout the needs, the fact that there is "no
other way but tolls" would soon be far from the right.

Too many are taking that attitude that "well have toll roads tomorrow"
and that is one reason we Ion't see too much improvement in the planning
and the sperxiing. It the 1953 session spent as much time rectifying the
evils in the State's road plonning and construction as it spent debating
about toll roads, we might see a difference by this tine.

There are three methods of highway financing: tax, bonds and tolls.

first provides 100 percent highways for the money. Bonds require 1&0
percent for the some mount of higlms. Tolls require 175 percent or
more for the some amount of highways. Certainly toll roads should be
the very hot resort and are not the never at all to Florida's needs.

highway expert from e'eehington said that Florida would now have 8,500
more miles of hiymays if the State did not divert highway tax dollars.

There are many arguments against toll roads (see enclosed section on tails),
and even though it may seem now that tone ARE the answer, I am certain
that 1! State leaders such as you decide that there are better ways to
tinence highways and to secure highways through reorganization, different
type planning, and many other changes, Florida. could have super freeways

California has the freeways, hilt by careful handling of their gasoline
tax. Florida could have 620,0(X),000 more every year by taking the rightful
revenue from the balmce of the tag fund.

A system of highways in Florida built. aromd a toll road is dangerous.
Please take the time to glance over the enclosed tux-sheet. Note that the
article does not oppose toll roads from the standpoint that business would
be hurt, because sou establishments will be hurt by n'eeuays and a limited-
aocess system of highways that are needed so luch to help "settle down" any
husimsses.

Florida will continue to used lore an: more highways unless the State leaders
discover new that a statewide network of highways is built with the idea that
the higst will serve their purpose and traffic 20 to 30 years free mu.
All the lay-passes of cities, such as Deals, Inesburg, and so forth, should
have been Unitedaccess by-passes, became the construction of business,
adding of traffic lights, congestion, etc. will require another by-pass in
a few years.

If legislators like you nould make it a point to develop the proper planning,
spending and comtructing of night-aye on a positive basis rather than take
the negative toll road approach, Florida a: uld have the hiymay systaa that
would best serve the State.

look behind the toll road grab, look behind the superhighway and see what
it will do in requiring feeder roads, new highways, etc. built around it,
and see shat will happen to parallel hiyways, and I'll sure that you will
bork toward a positive highway program without tolls.

Now that me legislatiVe session is just around the corner, I an looking
