April 8'7. 1953
Honorable Farris Bryant
Speaker of the Home of Representatives
Tallahassee. Florida
Donr Ferric :
many. I LWMLWUM
Here are a fee or the reasons that this lax would eeverely in-
Jure Florida. hospitals:
1. 'me hospital cannot interpret accurately the hundreds of
different policiec iroeented. "any time we find that certain
phrase: mean can t} m; to us and an ontiml;r different thing to
the insurance company.
2. Just became a non cert-lea a nerd ie not neoeeeerily an in-
dication that hie insurance will pal arr. any time the incur-
nnoe company inform no that the pa lent nieeed e peynent six
month: 1130 end in not covered for hie Operation. Often time a
person known his insurance is dropped end still preeente his
card heping that they Ion't find out until too late.
3. "any time: a patient will use up hie coverage in one hospi-
tal then goee to another hospital yet the eeoond hospital Iould
be reguired to accept the card.
4. Cuite frequently an lmmranoe ooupany will inform the hoopl-
tal that the patient ehould rile direct heoanee of acne queation
in the clain.
5. Florida hoepitale haVe attempted to Join Iith the insurance
companiea on that a atandardiaed torn can he need in filing. claims.
I on afraid it thie hill paeeea acne ineurmoe ooupeniee till
1110' they have we over a barrel and I111 ineiat their particular
form he need. nu. eould make it neoeeaar'y for hoapitala to
employ more clerical help einoe eo- zor-e are long drain out.
A: an maple, the Reaerve Ineuranee company ie not keeping every-
one unaettled by their varioue tome going to dootora. hoapitale
and patienta. After currioient tine haa elapsed we write the in-
eurence company to find out vhy payment haa not been made and the
answer oomee hook that they did not get all the information from
the patient or doctor or that the patient ensured one thing and
the doctor another. Apparently they attempt to c etch embody in
e niatake an the claim can be rejected.

6. A one or tea day patient does not allow enough ti- to
hear from the insurance companies because many remse to ac-
copt a telephone call. Rontinely moat hospitals try to help
the patient collect his insurance. Ihen the patient enters
this hospital Ie wire or telephone the insurance ccwany for
Approval. lhen this approval has been secured giving the
amounts to be paid and any other inrornation necessary to us.
no then give the patient credit for that insurance on his bill.
If we are unable to secure this inrornation mac:- insurance
company before the patient leaves we have no choice but to ask
t? patient to pay his hill and explain that us will help hin
collect his insurance. Actually aany tines all so can do is
ask a patient to sign a note and an assth hoping that the
insurance will pay off. If it does not Ire try to collect from
the atient on the note. It is my feeling that the hospital
shau d not entcr into the patient's contract since it is strict-
1 his personal affair the sane as insurance a person buys on
a autombiloe

Yours very truly.
