March 13, 19%;.
Mr. C. Farris Bryant,
Goals, Fla.
hear r. Bryant:-
As a church woean of ackaonvilla I as taking the liberty
of writing to you a plea that under your guidance, the House of
Representatives of our Florida State egialature will consider care-
fully, legislation in regard to the licensing and inspection of
sure for those who by reason of illness, physical intirsity,
a vanced age are unable to-csre for the-selves.
Us church woeen, through our visitation progress visit
such bones and we are depressed over the dirt, lac o sanitation
and lack of cars that we see in sole of then.
It is our hope and prayer that our great legislature will
undertake to bring these house under lioensin and inspection {if-
ulations with the object of giving to our age: and hopelessly
merciful care and healthy surroun inge.
We church woean of Jacksonville are endorsin the pro-
posed bill written in our State Attorney-General's off cs. 0
us it seems good in that it seems to include all the specifications
for providing humane care and treatment for the patients. Further-
sore it shows consideration for the owners or operators of the
hoses. Many of then are conscientious, working hard for little re-
ward and obviously smell profit. This proposed bill gives then
ties to re-adjust to new egislation and it is helpful to than by
asses of the proposed educational progras. It also should protect
than froe the unscrupulous who open house with no conscience in-
volved as to the decency of the care they light provide.
The State nealth Board say not be the pro r agenc for
the enforcenent of such an act. In our view it won d seen t t
decisions in regard to rules of diet. health care, sanitation,
sewage and garbage disposal, ventilation and so forth would cone
under the category of health. However, we feel that is a decision
to he ends by you and our legislators. Uur concern is that the
unfortunatea be given decent basic care by some one qualified for
totes.
Lastly, we hope also that in the near future those hoses
and institutions offering prepaid life tine care to aged people
cone under supervisory legislation. we feel that elderly people
accepting such care need the protection of our State.
Believe no Ir.8ryant we are deeply concerned over this
problem of caring for the aged. In our own aged parents we see the
frustrations and futility of age. surely society will extend an
are of protection to the elderly. even as it does to unfortunate
children. Sincerely.
