Section 1. There is hereby created the Florida Safety
Commission, hereinafter called the Safety Commission, whose
duties shall be directed towards the safety of citizens
in Florida in the prevention of accidents upon the streets
and highways of the state. The Safety Commission shall
have its headquarters at the State Capital.
Section 2. The Safety Commission shall consist of the
Comptroller, the State Superintendent of Public Instruction,
the Director of the Department of Public Safety, the Chair-
man of the State Road Department and eight members to be
appointed by the Governor, one from each congressional
district in the state.
Recommendations to the Governor of persons qualified
for appointment to the Safety Commission may be submitted
by the lorida Citizens Safety Council for the information
and consideration of the Governor in making such appoint-
manta.
Section 3. Of the first eight (8) members appointed
by the Governor to the Safety Commission, two (2) shall
serve four (h) year terms, two (2) shall serve three (3)
year terms, two (2) shall serve two (2) year terms and
ten (2) shall serve a one (1) year term. All subsequent

terms of all members shall be for four (h) years, except
appointments to fill vacancies shall be for the term vacated.
Terms shall run from July 1 of each year.
Section #. A majority of the Safety Commission shall
constitute a quorum with each member having one (1) vote
and all decisions shall be by a majority vote.
The Safety Commission may adopt such rules and regula-
tions as are necessary to conduct meetings and proceed with
its duties consistent with this act. The first meeting
of the Safety Commission shall be held at the call of the
Comptroller as temporary chairman. At the first meeting
of the Safety Commission and annually thereafter, a chair-
man and vice-chairman shall be elected, by a majority
vote of the Safety Commission, for terms of one (1) year.
The Chairman, or a majority of the Safety Commission,
shall have the authority to call future meetings.
Upon the physical disability of the chairman, the
vice-chairman shall assume the duties of chairman. A record
shall be kept of all the official actions and proceedings
of the Safety Commission.
Section 5. Vacancies among appointive members shall
be filled by appointment of the Governor. In case any
member shall move his residence from the congressional
district in which he was appointed, his office shall be-
come vacant.
Section 6. Members of the Safety Commission shall
receive no compensation, but shall be paid actual travel
and per diem expense when attending meetings or other
business of the Safety Commission as provided by general
law.
Section 7. The general purposes of the Florida Safety
Commission shall be:
(1) To aid the Florida Citizens safety Council in
generating a body of public opinion which goes beyond mere
acceptance of the need for highway safety.
(2) To aid the Florida Citizens Safety Council in
promoting public opinion that will denand that every official
atep be taken to assure adequate traffic control.
(3) To assist the Florida Citizens Safety Council
in interesting new leadership in traffic-safety prouotion.
(4) To provide liaison between the public officials
on the one hand. as represented by the official coordinating
counittee and other public agencies and on the other hand
the citizens of Florida as represented by the Florida Citi-
zens Safety Council.
(5) To supplement and coordinate the present safety
efforts and programs of all state and local governmental
agencies. provided however that the Safety Commission shall
not duplicate nor supplant the activities of the Depart-
ment of Public Safety.
(6) To aid in the holding of an annual conference
in Florida for the promotion of safety.
(7) To participate in national activities designed
to pronote safety.
(8) To furnish staff services and facilities and
to furnish publicity and information for and on behalf of
the Florida Citizens Safety Council and the official coordinat-
ing committee consisting of the Governor, the Secretary
of State, the Comptroller, the Attorney General. the Treasurer.
the Superintendent of Public Instruction, the Commissioner
of Agriculture, the Chairman of the State Road Depart-ant.
the Director of the Department of Public Safety, the Chair-
nan of the Florida Industrial Commission. the Rotor Vehicle
Commissioner, and the State health Officer.

(9) To otherwise do and perform such acts and things
as in the Judgment of the Safety Commission will promote
safety and prevent accidents.
Section 8. The Safety Commission shall be responsible
for the expenditure of all funds appropriated by law. No
money appropriated or accruing to the Safety Commission
shall be disbursed by the Comptroller except by warrant
upon the State Treasurer, pursuant to vouchers approved
by the Safety Commission or its duly authorized agent.
All receipts shall be deposited in the State Treasury
and disbursed only as authorized by this act.
Section 9. The Safety Commission shall appoint an
Executive Director to serve at the Safety Commission's
pleasure at a salary to be fixed by theSafety'Commission.
The Safety Commission shall classify and appoint all employees
and establish minimum qualifications of training and experience
and salary ranges for each class of positions, based upon
that of other state employees similiarly situated.
Section 10. Nothing in this act shall be construed
to prevent the Florida Citizens Safety Council from accept-
ing private contributions from citizens or others wishing
to help eXpand the accident prevention program, nor to limit
or restrict the powers and functions of the Florida Citizens
Safety Council.
Section 11. Funds sufficient for carrying out the
purposes of this act shall be appropriated by law.
Section 12. If any section, subsection, sentence,
clause, phrase or word of this act is for any reason held
or declared to be unconstitutional, inaperative or void,
such holding or invalidity shall not affect the remaining
portions of the act, and it shall be construed to be the
legislative intent to pass the act without such unconstitu-
tional, inoperatiVe or invalid part therein.
Section 13. This act, whicn may be cited as the
Highway Safety Act of 1953, shal take effect July 1, 1953.
