As we approach another war in which the submarine is
going to be an even greater aenace than in the last,
and in which tho rcsourccc of the United States are
going to be taxed to the utaoct, why do we not tab

once but several tines, and build a canal across the
center of Florida to cowletely eliminate the necessity
of expanding our resources of money and livoc to do
that which can be done so much more eocnoaioally and
safely. On July 23, of 195, there was authoriscd by
the River and Harbor Act the constructions of a twelve
foot intro-coastal waterway-cross florida barge canal
for which as yct no money has boon appropriated. The
right of way has been secured. the necessary re-surveyc
for the construction of a cross Florida barge canal
wore nadc during the last war, part of the excavation
has been completed, Florida's highway construction pro-
gran has taken into account the probability of the
construction of the canal, and all the doubts which
were felt about the effect of a canal on tho water
supply of South Florida have been dissolved.

I believe if you would correspond with A. 0. htthews,
Colonel, U. 8. A. mtired. Chief Engineer of the Division
of Hater survey and Ibsearch of the State Board of
conservation of Tallahaccec, Florida, that any doubts
you nay have had about the effect of this prograa on

the water cupply will be couplctely eliminated.

Dm'ing lonaber, as you know, I traveled to Iashingtm

in the hope of being able to talk with you about this
problea, and I will be delighted-to do so again to bring
you ccqlete inns-nation to satisfy you on it. I would

so much appreciate a frank nepcnsc fro- you which would
state any honest doubts which you have, and assure you
that your reply will be torn up at your request iediately
after I have read it.

There are two forces which fight the construction of this
canal: One of then, of course, is the railroads. The
