Dear Farris:

This concerns the Oklawaha River and the probability that the Federal
Government will eventually discontinue the operation of the Lock at Moss Bluff.
1 have no reason to believe that this is going to happen this year, but I do know
that serious consideration is being given to this action.

In the cases of eight waterways in the midwest, where, as on the Okla-
waha, no benefits from commercial navigation were considered to exist, the
Corps of Engineers in 1952 and 1953 discontinued use of Federal funds for the
Operation and maintenance of some 65 locks and Z9 dams. Prior to these actions,
agencies of both state and local governments, and industrial concerns were given
opportunities to assume the responsibility for maintenance and Operation.

This procedure will probably be followed in the case of the Oklawaha. If
and when this occurs we should be prepared to protect our interests. There are
a number of differing possible solutions to this problem, each with disadvantages
as well as advantages, which we might discuss at an appropriate time.
