Dear Mr. Bryant:
The two inclosures detail a Federal situation needing united
efforts to correct. Dug out of a mass of information Just received.

they show that Florida has long lagged behind several other states in
the matter of Federal appropriations for navigation and flood control.

For example. the appropriation for the fiscal year ending
30 June 1949 were $34.1 million for the Idaho-Oregon-Washington
region, and only $5.6 million for Florida. On a population basis. the
Northwest received $7.62 a head to Florida's $2.02, or 3.8 times more
per person.

Actually this picture is even worse. because the totals and the
Federal apprOpriatioa for work of the Bureau of Reclamation are
omitted. As a guess, another $20 million to $50 milliou should be
added to the Northwest total on this account. Inclosure No. 1
summarizes other pertinent carnpariaons on an all time basis up to

30 June 1949.

As shown on Inclosnre No. 2, we have 28 projects now in work.
needing $233.8 million Federal funds to completeI with another 10
projects authorized and needing an additional $87.7 Federal appropriation.

What course of action do you think we should take to correct
this condition? Do you think it would be best tactics to press for
appropriations to complete the projects now under way ? Of course,
this is no short term task, but I do recummend that we need a fixed
State policy upon which we can all unite in concerted effort.
