Deer Hr. Brysntz
The school lunch program affords an excellent means of sefeguerding and improving
the health of Florids's children. It slso helps to expend and etsbilise the nsrkete
for farm products. As a lender in the State, I am sure that you ere interested in
securing nutritionally sdequete lunches for all school children or the State and in
aiding the general eccncnw of le Btlte.
In 19%, the Nsticnsl School Lunch Act on placed to aid child health and the agri-
cultural industry. Florids's Foundation Progrsm Low provides for ecceptsnce of
National School Lunch Act tunic which met be matched by the State. latching
requirements double July 1, 1951;. Without edditionel State aid, counties cannot
met these increased reqnirenente. Mnimn Foundation current expenu funds ere
now need to a limited extent in enacting school lunch operating costs. In met oases
counties hove had to neglect school lunch needs to meet other school needs. Because
school lunch costs can be passed on to the child, in most counties school lunch sale
prices have been increased. he s result, too few children are now receiving adequate
school lunches.
The 1951 Legislative Council smdied the School Lunch Program. Ninety-one per cent
or those muttering an opinion survey to detemine what should be included in the
tax supported program, said "adequate lunches should he provided at the cost of food."
me council report recommended that tax funds pay all non-food coats of the school
lunch program.
Recently, Superintendent Builey wrote to lsy lenders in the State, interested in child
health and sgriculture, to find out that may think about a school lunch sppropristion.
or 137 replies, 93 per cent recommended that to: mode should he provided to core for
increased school lurch costs end program mansion; 65 per cent recomended that school
lunch personnel should be paid from the some funds used to pay custodians, etoq and
118 per cent believe that free lunch needs are not being met.
It has been recommended that the 1933 legislsture appropriate the funds needed to
provide nutritionally adequate lunches for Florida's public school children.. Attached
are: s proposed State School Lunch Act; I proposed amendment to the minim Foundation
Program Luv, michnight be used in the event this seems the better way to provide
needed funds; some pertinent materials which show the sentences of school lunch finan-
cial mods; a form for your convenience in replying.
Your reactions and suggestions uillbe deeply appreciated.
Cordielly yours,
