A called Ieeting of the Legieletive Cmmcil wee convened in the
Marion Hotel in Ocela at 9:30 A. M., Saturday, March 7, 1953. Preeent
were Senatore 21145, Dayton, Gautier, Tapper, Pearce, Ripley, Inaird,
and Representatives Sui-lee, Dollinser, Bryant, Conner, Moody, Okell,
and Pittem. In the abeence of Chaiman Wallace 8. Sturgie, Vice-
Chairman Roy Surlee preside}.

.Ifter the meeting convezed, Senator sturgie appeared and
requested to be cured for the reason that he was involved in the
trial of a can and was unable to participate in all or the delibera-
tiona of the Council.

Preeent an cueete of the Council were Hr. D. I. Stynchconb of
Jacksonville and Mr. Clifford C. Dooley of Gainoeville, advisore to
the Committee on Reorganization. Alec present were Honorable Lacy
Manon, Representative from Dave}. County, and Mr. m Duff of mean.

Mr. Bryant, Chairman oi' the Comittee on Tax Reorganization,
reported that due to the illneee of the Governor hie oouittee had
reached no final decicion tor coneideretion of the Council. Ir. Bryant
moved to defer final determination of the queetion of tax reorganiza-
tion until after a meeting between the Governor end the Comptroller,
from which meeting Joint pmpaeale night he ccntuplated. its motion
carried.

in. Cheirmen read a letter to the Director of the Reference Bureau
fro- Georse C. Dayton, Chairmen of the Senate Appropriatione Conittee,
ea follow:

"It in requeeted that the Legislative Reference Duran: aeek

by the Legislature, evon though the additional iunde are in
excess or the eetinated revenue- and have been releaeed by

could the Lecielature do to require each board! to keep their
expenditurea within their appropriations."

Ir. Bolling:- eoved that the Director request on opinion of the
Attorney General as to whether or not the Legislature could linit
expenditures of professional boards and, if it could, how this should
be accomplished and further requestirg the Attorney General to prepare
legislation providing for such limitation. no motion passed.

Mr. Bryant reported on a proposed rule for the House and Senate

relating to the introduction of bills by the Legislative Council.

After discussion, the Council agreed to the subnieeion of e proposal

es follows:

"Bills, Ills-crisis and Resolutions (Joint, Senate, or Concurrent)
m be introduced by the Legislative Council without further
sponsorship by a Senator. Such assume shall have firat been
W for introduction by the Legislative Council. It shall
be the duty of the Co-Cheiman on the part of the Senate of on
select oomitteo oi the Legislative Council, under whose con-
sideration the subject matter arose, to submit such measure in
the m of the Legislative Council to the Secretary of the
Senste for introduction in regular order. In the absence of
any such co-chairman, it shall be submitted by the Senator who
is Chsinan or Vice-Chairman of the Council.

"when any such neesure is reached upon the calendar, it shall
be the duty of the Senator, whose duty it was to subunit the some
for introduction, or some nenber of the Council designated by
such Senator, to make all necessary notions to steer the ease
to final roll call.

In the event of en unfavorable report by the Comittee to

Senator, whose duty it was to submit the same for introduction,

to move that such treasure be placed upon the calendar, the

unfavorable report or the czmnittce tc the contrary notvith-

stealing, and the Journal shall show that the notion is made

pursuem to this rule or the Senate."
