We know that we are faced with the need to provide

for further expansion in higher education,

We know that we can meet these needs it we conserve

our resources by (l) planning on the basis of realistic,
state-wide appraisal of needs, and (2) by establishing
only those facilities which may be required to meet the
needs,

Obligations of the State for higher education ought to

be determined in light or the contributions of the
institutions under private control,

The Legislature has urged the Board of Control to make
decisions concerning programs and facilities on the basis
of continuing studies or the needs or the State and or the
operation of the institutions,

The Legislature hopes to find itself in the position or
being able to center its attention on the problem of
providing funds to the fullest extent of its ability,
consistent with the other needs of the State, and

The study by the Council is consistent with the legis-
lative act, provided that provision is made for the

continuation of those aspects of the study as is required

by House Bill 32h.
