faith in reliance upon the provisions of the 19%? Act should
not be arbitrarily terainated. Incidentally. I have aleays
felt that Junior colleges should be included under the Board
or Control in our university systoo, because they obviously
contribute to and supple-oat tho higher education programs
or the universities. That lay ooee about sooner than we
think.

Although I do not distinctly role-bar the final vote on that
proposal. I believe ee ended up by including in tho proposed
legislation a "grandfathor' clause which would per-it a
retention of tho Junior collage prograa in Pincllas County,
and also in Pale Beach, Pensacola, and other areas of the
State which have established Junior colleges, but which would
prevent their expansion under tho Hiniau- Foundation Program.
In any event I believe that is the position which will be
taken by the IaJority of tho Isobers of tho House.
