Dear Farris:

in my letter to you of February 21, regarding the supervisory program,
certain statements were made Which I now learn may rcquiro some clari-
fication contornina the source of the reports. Enclosed with the
letter was a reproduction of a report on supervision in Florida made

by Dr. George Fox Mott, who advised me on his first visit to my office
that the stunt, was being made for the legislative Reference bureau, and
a reproduction of a report on supervision published by the School of
Public Administration of Florida State University under the title
Public Education in Florida (1950).

These reports were referred to in my letter to you as Legislative
Council reports, when, as l on now informed by the Legislative Refer-
~:nce Council, Dr. Mott was retained by the School of Public Administration
which, in turn, was retained by the Legislative Reference Bureau to make
a detailed stuck. of the instructional program in Florida since 191W.
Further, the Council has informed me that neither of the two reports

was adopted as an official report of the Council and my letter to you
was no doubt misleading in this respect. Mr, I assure you that

any misleading. statement contained in my previous letter was not
intentional hut was due to a misunderstandisz concerning the organiza-
tion and functioning of the Council.

Both of the above mentioned reports, however, were made as an independ-
ent survey by outstanding professional persons who were intent on
making an imparti study, and clearly reect both the great progress
made in education in Florida and the need for additional supervisor;-
services to protect the State's financial investment in education.

It is w sincere hope that this letter will clear up any misunderstand-
ing vhich could have developed by referring to the reports as Legislative
Council reports when possibly the Mott study should have been further
identified as a report 3.2 the School of Riblic Administratmn of Florida
State UniVernity, and the School of Public Administration report more
properly called a report 3.2 the Council.
