REPORT OF COMMITTEE ON TAX REORGANIZATION

Goals, Florida

Dear Mr. Chairman:

The committee of the Council heretofore appointed to consider

the problem of the reorganisation of tax administration in Florida
reports its activities as follows:

(1) The committee has held'hetings with the citizens eelested
by Henorable C.N} Gay, Comptroller, and Honorable Dan MbCarty,

Governor-Elect to consider the problem of the reorganization of
tax administration.

(2) The committee has considered the proceedings and implications
involved in such reorganization, but has not arrived at a final

conclusion which could be reported to the Council in the form of
recommendations.

(3) In the course of its deliberations other matters have come to
the attention of the committee that certain problems exist which

should have the consideration of the Council, but which go beyond
the authority or the committee.

YOur committee therefore recommends that the time for making its
final report be extended and that it be authorized to meet with
and obtain the benefit or the advice of the Comptroller and the

Govarnir-Sleot prior to the making of any recommendations to the
Counoi .

The committee further recommends that its authority be extended
to a consideration or a program for vitalizins the budget system
and the creation or a systems division under the State Auditor
or in the Office or the Comptroller or that the consideration

of these matters be assigned a committee separately appointed for
that purpose.
