Amendment No. 8

At the present time all County Superintendents or
Public Instruction are elected. If this amendment passes,
the legislature may provide or the voters or a county may
decide by referendum to make the Superintendent an appointee
of the County Board of Public Instruction in each or four
counties: Dede, naval Pinellas and Sarasota.

There has been controversy for years over this question.
some contend that the School Board should make policy, and the
Superintendent carry it out--but when the Superintendent is
elected Just as the school Board is, he may participate
in making the policy, or if he does not like the policy adopted
by the School Board he may refuse to carry it out.

Others contend that the election of the superintendent
as well as the school Board is more democratic, and gives the
people a larger voice in the running of their schools.

One possible result or the adaption of this amendment
will be to raise the technical qualifications or County super-
intendents. The administration of school systems is a big Job,
which might be better done with men with special qualifications
and education, even though they did not have the ability to win
elections. 0n the other hand, professional educators might

not be as responsive to the culture of the community as they

ought to be.
