Amendment 11

Florida's government has no over-all civil service
system. Each elected official selects on such basis as he
decides the employees under him. A Merit System Council
assists state agencies receiving federal funds, and consti-
tutional officials of the state government are authorized to
set up merit systems in their own departments (only the
Governor has done so). Amendment No. 11, if adopted, author-
ises the legislature to establish Civil Service Systems and
Civil Service Boards for municipal, county and state employ-
ees and officers not elected by the people or appointed by the

Governor.

Experience with civil service has been that it provides
Job security and opportunity, and therefore attracts a better
type of employee to public service; on the other hand, it
tends to freeze inefficient employees in their Jobs, and thus

reduces the over-all caliber of employees.
