Proposed Constitutional Amendment. The 1959 18613-
leture met Ee reapporfionment prole by pass Senate
Joint Resolution No. 660, which proposes to amen Article
VII of the Florida Constitution. By declaring that an
emergency exists, the Legislature caused this resolution
to be voted on in November 1959.
Senate Joint Resolution No. 6&0 increases the member-
Ship of the Florida Senate from 38 to 4L members, and the
membership of the House of Representatives from 95 to.lo3.
No county may be in more than one senatorial district.
and no district may be composed of more than three oountiea.
under the proposed amendment, the most populous county
will have five representetivee.in the House; the next two
most populous counties will have four each; the next six
counties will have three each; the next 1L counties will
have two each; and the remaining #4 counties will have
one representative each. Presently, the five largest
counties have three representatives each, the next 18
have two each, and the other #4 have one each.
Senate A ortionment. The allocation of the A Senate
seats was fixg'Ih Senate Bill No. 658, which upon enactment
became Chapter 59131. The map on page 52, next following,
shows this allocation. No existing one-county district is
affected, and the following are the additional proposed
one-county districts: Bay, Manatee,.nonroe, Sarasota,
Okalooea, Seminole, Brevard, and Santa Rosa. If the amend~
ment is approved or the votere,'the new Senators will be
elected in 1960. Those frommatricts no, I42, 'and 1m ohall
be elected for initial two-yearterma. but four-year terms
will be the'rule thereafter. Reapportionment is to take
place again in 1971.

The bill, like Senate Joint Reeolution No. 660}
requires-the 1951 regular session of the Legislature to
reapportion the House according to the 1960 census.
Changes in population indicate that in 1965 St. Johns
and Jackson Counties will each lose a seat in the House.
while Leo and.Brevard Will gain one. This result is not
affected by Senate Joint Resolution No. 663, except that
under Senate Joint Resolution No. 660 this will occur-1n
1962. i130, 'rowerd County is expected to gain a House
seat fromPolk County, but both will have three House
seats under Senate Joint Resolution No. 669.
Changes in Representation. Any county that gains a
seat In Ee House or gate 3 enetcr of its own (which is
new in a district comprising more than one caunty):will
have more representation. How these changes in represen-
tation will work out if Senate Joint Resolution NO. 660
is adopted. is indicated on the map.on page 55. However,
oath of the 51 counties in the 31 senatorial districts
which are unchanged will have proportionally lees repre-
sentation in the Senate, and each or the 60 oountiee*
whose House seats are unchanged will have pro ortionelly
lees voice in the House Timetable on page 5 gives the
number of seats in each House for eeoh county under both
the present and the proposed apport1onment. '
Under the exi'in legislative apportionment,_one
Representative is i. per cent of the 95 House members,
two are.2.ll per cent, and three are 3.16 per cent. One
Senator is 2.63 per cent of the 38 total; each county in
a tWO-ccunty district mey be said to hava 1.32 per cent
or the Senate; in three-county districts, .8 per cent;
and in four-county dietricts, each county has .66 per
cent or thn Senate. Under the proposed amendment,.one
Representative is .97 per cent of tetotel of 103 seats;

tional House seats so to large counties, under Senate
Joint Resolution No. 660 only 20 counties would be neces
sary for a majority.

the Senate, but the balance is similar to that in the
House, and senate Joint Resolution No. 660 will alter
it about as muoh as it alters the balance in the House.
Four of the six additional Senate seats go to the top
20 counties.
