DISTRIBUTION OF STATE BACIHG TAXES

Uner existiqg law since 1931, the taxes from pari mutnel
wagering at Florida horse and dog tracks and Jai alai frontons are
collected by the state and distributed equally between the 6?
counties.

In 1953-55, this amounted to $127,200 per county.

Some have expressed the fear that later legislatures might
Chnge this aiiocstior to distribute this racing revenue on the basis
of population, instead of equally.

If the Floriia legislature continues as it now is, with
3? senatOrs and 95 house members, there is no possible combination
in: cool: roult in as Ly a: half of either house representing
scinties or JLstrirts that sould benefit by distribution of racing
time: based on poPulation, instead of equally.

If the tax were distributed in proportion to population,
the following 13 ccunties in 1953-55 would have received more money

strength by any propOuod plan or apportionment.

Following is the list of the remaining 50 countiea which
would receive leae than $127,200 each for 1956-55, had the distri-
bucion been made on the basis of population. These 56 counties
have 25 senators, almost two-thirds of the Senate, and 60 house

members, more than twoothirds of the present House.
